Drawing on her government experience and study of the theory and practice of democracy in the West, Mrs. Regina Ip will talk about Hong Kong 's democratic development in a historical and comparative context and outline her proposals for the way forward.

Regina IP LAU Suk Yee, GBS, JP - B.A. - First Class Honor (University of Hong Kong), has a Master of Letters (University of Glasgow), Master of Science in Management (Stanford University), and Master of Art in East Asian Studies (Stanford University). Mrs. Ip worked for the Hong Kong Government from 1975 to 2003, serving in a wide range of areas including democratization of local government, international trade and industry and security. In 2003 Mrs. Ip left Government service to pursue further study in the United States . She returned to Hong Kong in 2006 after completing the MA program in East Asian Studies at Stanford University . Since then she has established a think tank, Savantas Policy Institute, focused on tackling the twin structural constitutional and economic problems of Hong Kong .

Come and hear Mrs. Anson Chan's vision for Hong Kong .

Mrs. Chan retired as the Chief Secretary for Administration of the Hong Kong Special Administrative Region (HKSAR) Government in 2001 after nearly forty years' service. As Chief Secretary, she headed the 190,000-strong civil service and was the principal adviser to Hong Kong's Chief Executive, Mr Tung Chee Hwa. After the Chief Executive, she was the most senior government official in the HKSAR. She advised the Chief Executive on all policy matters and deputized for him during his absence.

Mrs Chan's appointment as Chief Secretary in November, 1993, was especially significant for two reasons – she was the first woman and the first Chinese to hold the post after 150 years of British predecessors. She retained her role and position after Hong Kong's reunification with China on July 1, 1997 and made a significant contribution to stability and continuity in the early years after the handover

She has also held many senior positions dealing with finance, the economy, commerce industry, the civil service and social services, during which she oversaw the development of Hong Kong's physical infrastructure, including major port expansion, the construction of a new international airport and its associated road, rail, bridge, housing and commercial components, the liberalisation of the telecommunications market, as well as having policy oversight of tourism, energy supply and public utilities.
